Inhalt
The history of international relations in the last five hundred years has witnessed a continuous expansion of the Trans-Atlantic states system to a global scale. Struggling to shape the order of the world to their own interests, European great powers rose and fell through cycles of war and peace up to the mid 20th century. The end of the Second World War inaugurated an unprecedentedly long period with no presence of great power wars; the fading Cold War has further invigorated the peace that was precariously erected upon lethal nuclear deterrence in the past decades. However, the dawn of the 21st century once again unleashes a plenty of uncertainties, as a multipolar international system is populated with a growing number of rising powers. Where is the ongoing power transition between the BRICS states and the Old Powers—particularly China and the United States—leading to: a recurrent Hobbesian anarchy or a peaceful emergence of a new hierarchy? This seminar is aimed at providing both intellectual tools and empirical clues for students to dig into the big question and look for their own answers. Our class sessions will, first and foremost, walk students through the three most important dimensions—the structure, the pro- cess, and the motivations—of international politics. On this basis, we will further examine three crucial historical cases of rising powers in the past—Germany, Imperial Japan, and the United States—and postulate from systematical findings the future of a world with increasingly powerful China.
